1. Fix various IPSec VPN issues relating to L2TP Road Warrior and multi-lan
"LAN-to-LAN" configurations. These issues do not relate to WAN Virtualization
transport mode VPN's.
2. Don't test connectivity for WAN's marked 'spare'.
