Improvements
1. Monitoring information will be retrieved after the initial page load when viewing the Dashboard page.

1. The account administrator must have the ability to set which users are allowed to receive site alerts.

Fixes
1. The monitoring status that is displayed on the Ecessa Insight could periodically show DOWN when the site is actually UP.
2. Cloud GUI does not show a scroll bar for content that is wider than the screen.
3. Monitoring tooltip is cut off on right side of the page.
